Job Purpose
The Specialist Civil Design & Engineering will support the Engineering & Maintenance Department in the planning, design development, tender preparation, and technical documentation of CAPEX civil projects. The role requires expertise in airport infrastructure projects, ensuring compliance with aviation regulations, engineering standards, and operational requirements.
Key Responsibilities
Design & Technical Development
- Develop concept and detailed civil/structural designs for airport-related infrastructure projects.
- Prepare and review engineering drawings, layouts, sections, and technical details.
- Design and coordinate civil works including buildings, pavements, drainage, and utility infrastructure.
- Ensure compliance with GCAA, ICAO, UAE Civil Defence, and Municipality regulations.
Scope & Specification Development
- Prepare detailed Scope of Work (SoW) documents for CAPEX projects.
- Develop technical specifications for:
o Civil and Structural Works
o Runway, Taxiway & Apron Rehabilitation
o Cargo Buildings & Industrial Facilities
o Hangars and Support Infrastructure - Define performance-based requirements and material specifications.
- Conduct site inspections and verify contractor compliance with approved standards.
Tender & Contract Documentation
- Prepare RFPs and Tender Documentation.
- Develop Employer’s Requirements for Design & Build projects.
- Assist in preparing:
o FIDIC-based contracts
o Special Conditions of Contract
o Technical Compliance Matrices - Support tender evaluation and contractor selection processes.
BOQ & Cost Estimation
- Prepare detailed Bills of Quantities (BOQ).
- Develop cost estimates and rate analysis.
- Review contractor quotations and commercial submissions.
Technical Review & Coordination
- Review contractor designs, shop drawings, and technical submissions.
- Participate in pre-bid meetings and tender evaluations.
- Coordinate with consultants, contractors, and internal stakeholders.
Reporting & Documentation
- Prepare technical reports, design briefs, and concept notes.
- Maintain project documentation and records.
- Support submissions to authorities such as GCAA and Civil Defense.
- Prepare construction progress reports based on site inspections.

Qualifications / Education
- Bachelor’s Degree in Civil Engineering (Mandatory)
- Master’s Degree in Civil Engineering (Preferred)
Professional Requirements
- Civil Engineering background with strong AutoCAD expertise.
- Arabic language skills are an added advantage.
Experience
- Minimum 8–12 years of Civil Engineering experience.
- Minimum 3–5 years of Airport/Aviation project experience.
- Proven experience in:
o Airfield Pavement Works
o Industrial & Warehouse Facilities
o Tender & Contract Documentation - Strong knowledge of:
o GCAA CAR AGA Requirements
o ICAO Annex 14 & ICAO Doc 9157
o FAA and International Airfield Standards (Preferred) - Experience with:
o FIDIC Contracts
o Design & Build Tendering

A highly experienced Civil Engineer with airport infrastructure expertise, capable of independently delivering design packages, technical specifications, tender documentation, BOQs, and engineering reviews while ensuring compliance with international aviation standards and project timelines.
