Job Summary
The Senior Infrastructure Engineer is a senior owner-side engineering role within Network Development & Maintenance (NDM), responsible for defining, validating, and governing all site-wide infrastructure systems for the Rabigh Special Project.
The role ensures that infrastructure elements, including utilities, roads, drainage, grading, service corridors, and supporting technical systems, are strategically planned, technically validated, and executed in alignment with the approved master plan and Petromin’s operational and future expansion requirements.
The position provides technical leadership in reviewing consultant designs, monitoring contractor compliance, identifying infrastructure risks, and ensuring infrastructure solutions are practical, scalable, cost-effective, and suitable for phased development.
The role also supports the GM – Network Development & Maintenance in cross-functional technical assessments and infrastructure-related decision-making.
Key Responsibilities & Accountabilities
Infrastructure Planning & Technical Governance
- Define and govern site-wide infrastructure strategies, including utilities, roads, drainage systems, grading, and service corridors.
- Ensure infrastructure systems are integrated with the overall master plan, site development strategy, and operational requirements.
- Review and validate infrastructure design proposals, technical studies, and engineering deliverables prepared by consultants.
- Ensure infrastructure solutions are scalable and support phased construction and future expansion requirements.
Consultant & Design Management
- Review, challenge, and technically validate infrastructure-related consultant deliverables.
- Ensure design submissions are complete, coordinated, technically compliant, and aligned with project objectives.
- Monitor consultant performance and provide technical guidance where required.
- Maintain structured records of infrastructure assumptions, design decisions, risks, and technical reviews.
Contractor Technical Oversight
- Oversee contractor execution activities to ensure compliance with approved infrastructure designs, specifications, and technical standards.
- Review construction methodologies, technical submissions, and execution plans related to infrastructure works.
- Identify construction risks, technical gaps, and compliance issues and recommend corrective actions.
- Support resolution of technical issues during project execution.
Infrastructure Integration & Coordination
- Coordinate closely with the Senior Architectural Lead to ensure alignment between infrastructure systems, site planning, and building requirements.
- Integrate geotechnical, topographical, environmental, and other technical inputs into infrastructure planning and execution strategies.
- Ensure infrastructure planning supports early works, construction sequencing, and future development phases without unnecessary rework.
- Coordinate with multidisciplinary teams to achieve integrated project delivery.
Cost Optimisation & Risk Management
- Support value engineering initiatives to optimise infrastructure design, cost, and constructability.
- Review infrastructure cost estimates, BOQs, and technical proposals.
- Identify infrastructure capacity constraints, design gaps, and execution risks.
- Provide recommendations to improve project performance and reduce technical risks.
Cross-Functional Support
- Support GM – Network Development & Maintenance with infrastructure assessments, technical reviews, and project-related requirements.
- Provide technical input for strategic project decisions.
- Support coordination with specialist technical advisors, OEM teams, and engineering stakeholders.

Qualifications & Experience
Educational Qualifications
- Bachelor’s Degree in Civil, Mechanical, or Electrical Engineering (Mandatory).
Professional Certifications
- Saudi Council of Engineers registration (Mandatory).
- PMP or equivalent project management certification (Preferred).
Professional Experience
- 15–20 years of experience in infrastructure engineering and large-scale project development.
- Proven experience in industrial, logistics, automotive, or large-scale development environments preferred.
- Strong experience in owner-side project roles, consultant management, or technical governance positions.
- Experience managing multidisciplinary infrastructure design and execution activities.

Scope of Supervision
- No direct line management responsibility initially (unless assigned by GM – NDM).
