Job Summary

The Controls & Reporting Manager is a senior owner-side governance role responsible for establishing, managing, and maintaining independent project controls, reporting frameworks, and governance systems for the Rabigh Special Project.
The role ensures accurate visibility of project progress, cost performance, risks, issues, changes, and consultant/contractor performance through structured reporting mechanisms. The position acts as the central control function, validating project data, challenging inputs from consultants and contractors, identifying deviations, and providing actionable insights to support informed decision-making by senior leadership.
The role operates independently from ERP systems and is responsible for developing standalone reporting systems, dashboards, and governance tools to ensure effective project monitoring and executive oversight.

Key Responsibilities & Accountabilities
Project Controls & Programme Management

  • Develop, maintain, and monitor the integrated master programme covering all project phases, including planning, early works, and execution.
  • Track key project milestones, identify delays, assess schedule impacts, and recommend recovery actions.
  • Review consultant and contractor schedules to verify logic, credibility, sequencing, and alignment with project objectives.
  • Validate progress updates and ensure accurate reporting of project status.

Cost Monitoring & Performance Tracking

  • Establish and maintain project cost tracking frameworks.
  • Monitor cost performance, identify trends, and highlight potential budget deviations.
  • Support forecasting activities through trend analysis and performance evaluation.
  • Ensure alignment between project progress, contractual milestones, and financial reporting.

Risk, Issues & Change Management

  • Develop and manage project risk, issues, and change registers.
  • Monitor mitigation plans and ensure timely escalation of critical risks.
  • Identify potential project impacts and provide recommendations to management.
  • Support effective change control processes in coordination with project stakeholders.

Consultant & Contractor Performance Management

  • Monitor consultant and contractor performance against contractual obligations, milestones, and project objectives.
  • Independently assess submitted project data and challenge inconsistencies where required.
  • Identify performance gaps, delays, and risks affecting project delivery.
  • Escalate issues to GM – Network Development & Maintenance with clear analysis and recommended actions.

Reporting & Governance

  • Develop executive dashboards, progress reports, and decision-support presentations for leadership review.
  • Establish reporting standards, templates, and governance processes.
  • Ensure project information is accurate, traceable, consistent, and supported by appropriate documentation.
  • Develop and maintain standalone reporting systems and dashboards independent of enterprise systems.
  • Provide analytical insights to support strategic decision-making.

Cross-Functional Coordination

  • Coordinate with the Senior Architectural Lead and Senior Infrastructure Engineer to integrate design, engineering, and execution updates into project reporting.
  • Work closely with the Rabigh Special Projects Team and other stakeholders to ensure reporting alignment.
  • Support additional organisational requirements as directed by GM – Network Development & Maintenance.

Qualifications & Experience
Educational Qualifications

  • Bachelor’s Degree in Engineering, Construction Management, Project Controls, or a related discipline.

Professional Certifications

  • PMP, PMI-SP, or equivalent project controls certification preferred.

Professional Experience

  • 7–10 years of experience in project controls, reporting, governance, or project management roles.
  • Experience working on large-scale projects involving multiple stakeholders.
  • Previous owner-side, EPC, infrastructure, or major construction project experience preferred.
  • Strong experience in schedule analysis, cost monitoring, reporting, and governance frameworks.

Language Requirements

  • English: Advanced (Mandatory)
  • Arabic: Preferred

Scope of Supervision

  • No direct line management responsibility initially.
  • Functional oversight of reporting inputs received from consultants and contractors.
  • Coordination and governance responsibility across project stakeholders.
